Code of Ethics
When concerns arise, municipalities need a process they can trust. Matthewson & Co. provides professional, third‑party Code of Ethics investigations to ensure complaints are handled objectively, thoroughly, and in accordance with legislative and procedural requirements. Our structured approach protects all parties involved while giving Council the clarity and confidence needed to make informed decisions. When a code of ethics complaint is filed with the municipality, inform Matthewson & Co., who will then launch an investigation. Matthewson & Co. meets (virtually) with the complainant and defendant (if necessary). Each party shares their side of the story. Additional context or evidence may be collected at this stage.
Matthewson & Co. prepares a preliminary report based on the information provided. The report includes the purpose of the complaint, the scope of the investigation, background information, relevant context, an evaluation of evidence (analysis) and recommendations for next steps. The report is then shared and discussed with Admin/Council and the complainant/defendant to make sure it is accurate.
The municipality decides whether or not to adopt the recommendations provided by Matthewson & Co. Once a decision is made, Matthewson & Co. prepares a final report, indicating the direction the municipality decides to go.
If the complainant or respondent disagrees with the municipality’s decision following the final report, they may escalate the matter to the provincial Ombudsman for external review. At this stage, Matthewson & Co.’s role concludes with the delivery of the final report. The municipality’s role also concludes once Council has formally considered the report and recorded its decision. Any further review or appeal is handled externally by the Ombudsman
